Organisation
The organization structure of the Ministry of Defence and Veteran Affairs of the Republic of Uganda is headed by the President. The political leadership of the ministry is composed of the Minister for Defence, the Minister of State for Defence, and the Permanent Secretary, who serves as the Accounting Officer. Beyond this, the ministry is organized into various administrative departments, each entrusted with specific areas of operation. These departments include Finance and Administration, Logistics & Procurement, Defence Reform Secretariat, Policy Analysis Unit, Resource Centre, and the Directorate of Veteran Affairs. This well-structured framework ensures effective governance, strategic decision-making, and efficient management of defense and veteran affairs matters in the country.
Permanent Secretary
At the head of the ministry is the Permanent Secretary, who serves as both the Chief Executive and the Chief Accounting Officer. In this role, the Permanent Secretary is responsible for overseeing all aspects of the ministry’s operations, including managing the departments and ensuring that the ministry operates efficiently and effectively. Additionally, as the Chief Accounting Officer, the Permanent Secretary is responsible for ensuring that the ministry’s financial affairs are managed appropriately and that the ministry remains financially solvent.
