
Uganda And Burundi Sign MOU To Deepen Defence Ties
Uganda and Burundi have signed a Memorandum of Understanding (MoU) on military cooperation, marking a significant milestone in the strengthening of bilateral ties between the two countries.
The agreement was signed today at the Ministry of Defence and Veteran Affairs (MODVA) headquarters in Mbuya, Kampala.
The Minister of Defence and Veteran Affairs, Hon. Jacob Marksons Oboth, expressed optimism over the formalisation of the partnership, which had been in the pipeline for two years. “We are all excited to have you here for this process, which we should have signed two years ago,” Hon. Oboth stated, noting the importance of seizing the opportunities for cooperation in various military and defence sectors.
He emphasised Uganda’s commitment to strengthening, deepening, and expanding its relationship with Burundi, rooted in a shared history and mutual interests.
The signed MoU outlines key areas of cooperation, including joint operations and training, technical and logistical support such as the provision and acquisition of spare parts and equipment, as well as collaboration in defence policy, military medical services, environmental protection, and disaster relief, among others.
The agreement also provides for the exchange of high-level military and civilian officials and promotes joint military exercises and sporting activities.
Burundi’s Minister of National Defence and War Veterans, Hon. Eng. Alain Tribert Mutabazi, commended the Presidents of both countries for their strategic guidance in facilitating this milestone.
Hon. Mutabazi described the signing as significant for Uganda and Burundi defence cooperation, expressing optimism about “the immense potential this MoU holds for the two countries as we strengthen our ties.”
Mutabazi commended the existing defence cooperation, particularly the exchange of students and staff at military institutions, and emphasised the value of joint military exercises under the East African Community framework for enhancing interoperability and joint operational effectiveness.
The signing ceremony was attended by top military and government officials from both countries. Representing Uganda were Ms. Rosette Nyengoma, Permanent Secretary of MODVA; Mr. James Mutabazi, Under Secretary – UPDF Air Force; Lt Gen Sam Okiding, Deputy Chief of Defence Forces; Maj Gen Jack Bakasumba, Chief of Joint Staff; and Brig Gen Aloysious Kagoro, Director of Legal Services, among others.
The Burundian delegation included Brig Jules Ndihokubwayo, Burundi’s Ambassador to Uganda; Col Jean d’Affaires Manirakiza, Chief of Military Intelligence; and Maj Audace Mbazumutima, Administration and Protocol Officer in the Ministry of National Defence and War Veterans.
